Strategic Outreach in Mexico: EcoCitizen, SRE & SEMARNAT

MEXICO — As part of our work visit to Mesoamerica, members of the EcoCitizen team had the opportunity to spend valuable time in Mexico, a region of immense ecological, cultural, and strategic importance. Mesoamerica is not only a global biodiversity hotspot; it is a living laboratory for climate resilience, sustainable land use, and community-led solutions.

During the visit, we engaged in high-level meetings with key institutions, including the Secretariat of Foreign Affairs (SRE) and the Secretariat of Environment and Natural Resources (SEMARNAT). Beyond the technical discussions, these meetings were an opportunity to deepen human connections: a core pillar of the EcoCitizen mission.

Advancing Regional Cooperation and Capacity

At the SRE, we held a highly productive dialogue with Ana Karen Embarcadero Luna, Director of Environment and Climate Change. The conversation covered a broad agenda focused on strengthening Mesoamerica’s position in global environmental governance.

Key points of discussion included:

  • Regional Capacity Building: The need for robust training frameworks to upskill policymakers, diplomats, technical experts, civil society, and other leaders across the region.
  • Integrated Action: The importance of linking climate strategies with nature conservation, human rights, and gender equity to create more holistic policies.
  • Multilateral Alignment: Strengthening cooperation between countries for joint action and improving implementation of major UN conventions (UNFCCC, CBD, UNCCD).

To symbolise the cross-border spirit of this cooperation, EcoCitizen presented the SRE with specialty coffee from Guatemala and collectors’ memorabilia from the recent Luxembourg COP30 national pavilion—which EcoCitizen was very proud to host in partnership with the Ministry of the Environment, Climate Change and Biodiversity—looking ahead to crossing paths at future multilateral fora.

The Science – Policy Nexus

Our meeting with the National Institute of Ecology and Climate Change (INECC), represented by Celia Pigueron Wirz (General Coordinator of Adaptation) and Fabiola Ramírez Hernández (General Coordinator of Mitigation), reaffirmed the critical need to connect rigorous science with policy formulation.

We explored opportunities to better connect international negotiators with national technical teams, ensuring coherence between local policies and global commitments. Our discussions touched upon the alignment of these efforts with vital initiatives being pioneered by Mexico, such as the Great Mayan Rainforest Biocultural Corridor, and the potential to collaborate further in the Mesoamerican region.

Highlighting the bridge between our roots in Luxembourg and our commitment to global forestry, EcoCitizen representative Salvatore Coppola-Finegan was honoured to present the representatives of the Government of Mexico with a collector’s edition of his book, Letz Regenerate.

The book explores the past, present, and future of sustainable forestry in Luxembourg, demonstrating the Grand Duchy’s long-term commitment to sustainable forestry practices. It serves as a call to action for the regeneration of forests in the context of the challenges posed by climate change. Accompanied by memorabilia from the Luxembourg COP30 pavilion, this gesture underscored our commitment to human stories, science-based local action, and building bridges.
